Nuclear Weapons - can't we say it?

Listening to ex-General Dannatt on "Telegraph TV", which I venture is a non-TV web video masquerading as a news channel on the Telegraph's news site,

 

ex-General Dannatt used the expression "dare I say it - the independent deterrent" in a list of items he thought could be considered for cuts.

 

Firstly, Dannatt - it seems you don't dare say it as it was practically whispered under your breath, but secondly, after getting used to the euphemism nuclear "deterrent" instead of nuclear weapons, now even the nuclear part has been dropped.  Are 'we' no longer able to say nuclear weapons at all?
